Introducing Non-Geostationary Satellite Constellations Test Deployments to Improve Internet Service (INCENTIVISE)
The Philippine Space Agency (PhilSA) launched the Introducing Non-Geostationary Satellite Constellations Test Deployments to Improve Internet Service, or INCENTIVISE, project in 2020. The project aims to determine the effectiveness of the emerging satellite internet technologies in the country. NGSO satellite constellations are an emerging space science and technology applications (SSTA) that boast lower latency and better support for delay-sensitive applications such as teleconferencing due to the closer proximity to the Earth.
The project team launched an open call to Satellite Internet Operators in October of 2021, inviting them to temporarily operate in the country and demonstrate the performance of their product in the Philippines under various use cases such as disaster response, education, telecommuting, telehealth, and e-commerce among others. PhilSA also invited other government agencies, the private sector, and the general public to observe the deployments for their own purposes. The project also hopes to promote local industry development and regulatory reforms pertaining to the satellite industry.
Recent events around the world have shown the importance of internet connectivity not only in disaster situations but also in the daily lives of every Filipino. Through INCENTIVISE, PhilSA will be able to see through the laws and regulations that enable, or hinder the growth of infrastructures and other space-related and telecommunications facilities that help in bridging the digital divide.
